Many architects will feel that dealing with the planning system is one of the most difficult and frustrating elements of their work. Where architects lead the engagement with the planning process rather than working through or with a planning consultant a reasonable understanding of the planning system and its operation is invaluable. This module, broadly based on the presenter’s recently published RIBA Good Practice Guide: “Making Successful Planning Applications”, seeks to enhance this understanding. It is widely recognised that the planning system in England is overcomplex and under-resourced. Frequent minor changes have and will continue to be made to it with the aim of reducing the level of regulation. Even the most extreme proposals retain a core in which many developments architects will be involved with will continue to require specific planning permission. Given this context this module will focus on strategies for relating to the planning process which broadly runs parallel to the various stages of the design process as opposed to looking in detail at law and regulations. Resource limitations on the Planning Authority side might mean architects are conducting a one-sided conversation on these stages with planners. The strategies try to make the conversation as easy as possible for planning authorities to engage with – to aid them in the understanding and evaluation of proposals and, should the process end in a refusal, leave the architect with material prepared for a coherent appeal. Within this structure the module will provide brief coverage of current and emerging new planning issues including Biodiversity Net Gain and Nutrient Neutrality.Colin HaylockColin Haylock is an Architect-Planner with over 40 years in practice. His career has spanned the public and private sectors including very extensive experience in the making of planning applications and their handling within the planning system both as a planning officer and as a member of a planning committee. He was a Member of RIBA’s Planning Policy and Strategy Advisory Group and wrote the Institute’s recently published Good Practice Guide on Making Successful Planning Applications. He was a Regional Representative for The Commission for Architecture and the Built Environment and a member of its Planning Policy Group, where he played a major role in its publication on the preparation and use of design statements.
