John Black McKilligan (1845-1918), born in Scotland, immigrated to Canada in 1876 and moved first to Winnipeg. He moved to B.C. in 1890, became a provincial civil servant in 1901. At the time of the printing of this poster he was Surveyor of Taxes and Inspector of Revenue. He died in Victoria, B.C. in 1918. Show more
