By the end of the nineteenth and certainly by the first decade of the twentieth century, governance in Ottoman Macedonia had broken down almost entirely. Armed bands, many in the g uise of nationalist movements, robbed and terrorized the civilian population, and pitted one ethnic or religious group against the other. These ethnic conflicts, that gave rise to massacres and terrible suffering, in particular for the peasant population, were exacerbated not only by Ottoman administrative incompetence, but also by the Great Powers, each of which was determined to ensure and promote its own political and commercial interests in the region.
