Eight burlap-colored pencil tinsel ties surround the top tier, with two tinsel ties in the center. Ten tinsel ties surround the bottom tier. How to use: Start with the bottom tier, at the point, making poufs all the way around. End where you began; cut, and hide the tail. Move on to the upper tier, starting at the point. Work your way around and then up the center, then back down the center, ending where you began. Cut and hide the tail.
