From a NY designer, this is an informally pleated metallic knit, medium-light weight weight with a bit of body in the drape. The pleats run horizontally and will expand VERTICALLY with perfect recovery (the pleats are permanent), and your garment should probably be cut with the length of the pattern pieces going from selvedge to selvedge, so that the pleats will run lengthwise on your garment. The photos show the way it comes off the roll. There is about 20% widthwise stretch (but it's stable, meaning it only stretches if pulled), and about 15% lengthwise (mechanical stretch from the widening of the pleats). The base fabric is a cool gray and white melange which is visible on the back, and the face has a silver metallic patina with touches of soft gold that moderate the starkness of the silver---a beautiful effect! (PANTONE 15-0000 is in the vicinity.) It is perfect for a tunic, top, dress, skirt, etc. for an evening out or a special occasion.
