They were created after an agreement at the first tricontinental conference held in Havana in 1966, itself a response to the U.S. invasion of the Dominican Republic a year earlier.Given the depiction of Nixon on the nose of a B-52 and the date of publication, it is likely a direct response to Operation Linebacker (May-October) or Operation Linebacker II (December 18-29), two relatively brief but large-scale bombing campaigns authorized by Nixon in the final days of large-scale U.S. involvement in the war.
