This belt end template is great a great way to lay out your belt length. Just mark the buckle end, then slide it down to the tip to mark your holes and tip. We typically measure a belt from the middle of the slot where it folds over the buckle to the middle hole. This way a person can go up or down a hole depending on jean styles.
