This system is designed specifically for our Citadel rack only. When ordering each system either 2-tier or 3-tier or 4-tier the package will come with shelving starting at the bottom. The 2-tier you would receive the bottom two flat shelves, if ordering the 3-tier you would receive the first 3 shelves and so forth.
