For those selling directly to the end user, teethers are required to meet the specifications laid out in section 4.22 of the ASTM Toy Standard, which means that they must not pass through the oval test fixture completely, and touch the surface below. As you can see in the photo provided, these pendants fail the test fixtures by a fraction of an inch and can not be used for teething purposes.
