This high quality, water-based emulsion has been specially designed as a developer for Wella Colour Touch semi-permanent hair colours. Use it in a ratio of 1 part colour to 2 parts emulsion. Its smooth, creamy consistency gives it excellent mixing properties and makes it so easy to apply the colour.
