The film is set in a contemporary, pseudo-Balkan city reminiscent of the Yugoslav Wars, where civil unrest and scarcity of resources fuel public anger. Rome is depicted as a city-state in turmoil, with citizens rioting over withheld grain and reduced civil liberties, while a war with the neighboring Volscians intensifies the tension.
