Brown 1lb hamburger meat and drain. Add 3 cups water to mix. Bring to a boil stirring frequently. Simmer 10-15 minutes until pasta is done. Add 1 can diced tomatoes, 1 8oz bar of cream cheese & meat to mixture. Mix well and pour into an 8x8 casserole dish and top with crushed Fritos. Bake for 20 minutes or until cheese is bubbly. Serve with tortillas or cornbread.
