It sits around the heatspreader and closes off the cutouts tha t thermal paste tends to seep into during installation. Paste that runs into those gaps does nothing for cooling, and it turns the next cooler swap into a longer clean-up job. The frame keeps the compound on the flat contact area where it belongs, so heat moves up into the cold plate rather than pooling around the edges of the chip. Copper conducts heat well, so the frame itself contributes to thermal transfer instead of insulating the processor. It also adds structural stability across the top of the CPU, spreading cooler mounting pressure more evenly than a bare heatspreader does.
