This is a freewheel removal tool for e-bikes with rear hub motors and screw-on gears at the back. Although they look the same, most non-electric bikes today don't use the screw-on freewheel system, the use a cassette and cassette free hub body system. However, electric bikes with rear hub motors commonly still use screw-on freewheels. This tool is what you need to remove the screw-on freewheel off the hub motor. This tool has the same spline pattern as a convention bicycle freewheel removal tool, but with thinner walls and larger diameter hole bored through. This is allow electrical cables to pass through the centre of needed and to clear the larger axles found on hub motors. These have been in stock for a very long time and are showing a bit of surface rust. They are sold 'as is' and the surface rust is only cosmetic - the tool still works.
