The stepped sleeve takes the larger concrete outside diameter on one end and the smaller CI/plastic OD on the other for a watertight, no-hub joint with no primers or glue. The sleeve is molded from elastomeric PVC that resists chemicals, UV, and normal sewer gases, locked down with 300-series stainless steel clamps.
