It will be up to you to unite the anarchistic plans and sectors under your rule before someone beats you to it. Along the way you will upgrade your ship and hire new scurvy dogs to your crew. HOW TO PLAY Tortuga 2199 is a race to gain the most influence among space pirates by defeating vicious monsters and grasping control of Tortuga and its surrounding districts. Each player starts with a basic deck they’ll build on by acquiring new cards through purchase or hunting monsters. It’s up to them to decide how to manage their resources and when it’s the best time to try and take over a district.
