The National Institute of Justice (NIJ), which establishes armor plate ratings, defines: Level 3 plates as those capable of stopping 7.62×51mm M80 ball rounds. Level 4 plates as those capable of stopping .30-06 M2 AP rounds (NIJ 0101.06). Since the NIJ does not cover all ballistic threats, some companies manufacture Special Threat Plates—plates specifically designed to counter certain threats outside the standard NIJ classifications.
