President Biden proclaimed this day to observe with relevant programs, ceremonies and activies as a reminder of Americans being wrongfully kept abroad and the focused effort to bring them home. Congress, by Public law 118-31 on December 22, 2023, approved the designation of March 9 each year to be "U.S. Hostage and Wrongful Detainee Day". United States Code S.769 states this flag is to be flown: March 9, June 14, July 4, any day a citizen of lawful permanent resident of the US returns to the US or dies while being held hostage or wrongfully detained abroad.
