IEC 61850 is also expected to be applied to telecontrol systems even though the current systems employ traditional communication technologies such as CDT. In the case of this application, the current version of IEC 61850 could not meet requirements of Japanese grid operators. To solve the issues, the authors have developed IEC 61850-based functional specifications for telecontrol systems that satisfy requirements and aim for a common use of IEC 61850 in multiple Japanese grid operators.
