In order to stop decline of population, an idea vitalizing local communities is coined and local governments are requested to make plans vitalizing their regions in Japan. The planning calls for developing public service systems based on the model of community activities including service receivers such as residents and industries. The present paper derives a fundamental model of regional service activities and based on the derived model the paper identifies two key research topics. One is development of a new comprehensive model integrating multi-agent and general equilibrium models in order to cope with micro and macro loop problems.
