Fill to about 75mm so the roof sits flush; a standard full box won't fit, and it doesn't hold a toilet roll. When you move it, lift the body, not the roof. And plenty of owners never use it for tissues at all: lift the roof off and it's a small powder-coated steel box for keys and hair ties, or set a tealight inside and let the light catch the cut-out windows.
