Made from rolled leather. The lip strap runs between the bit shank and passes through a ring in the centre of a curb chain attaching to rings at midpoint of the shanks and then buc kles on one side.This helps to keep a "mouthy" horse from mouthing or "lipping" the shank.It also helps prevent the curb chain from unfastening or otherwise moving too much.
