Max is a sweet, older dog who has had his share of ups and downs. He was surrendered to a high-kill shelter in Texas. When no one adopted him, he was trucked to a no-kill shelter i n Montrose, Pennsylvania. His failure to thrive was noticed by caring staff who took him out of his cage and let him snuggle the office staff when they were working.
