These are calibrated diamond cut gemstone beads, also known as micro cuts. The many facets give these gemstones maximum sparkle. These micro cut, Larimar beads measure 4mm. It's no wonder that they call it the "Jewel of the Caribbean". The robins egg blue color is natural. Only one mine in the world and it's under the ocean in the Dominican Republic. It is actually volcanic material. Some specimens have coral embedded within. Because it is volcanic material, it is very hard and therefore difficult to cut or drill into beads, thus the high price.
