This fitting top can be made with or without a wide ruffle with a hem a few inches below the natural waist. If you want to line the ruffle, an additional ruffle needs to be cut (ca n be any 4-way stretch knit. This will add weight to the ruffle but the need for hemming of the ruffle will be eliminated.
