The plane, designed by eng. Zygmunt Puławski, built at Państwowe Zakłady Lotnicze (PZL – the Polish State aeronautical factory), represented one of the key stages of transition between the biplane and the monoplane. The first P.11 flew in 1931, and the P.11c went into service with the new Polish Air Force in 1934. At the time of the German invasion in 1939, twelve Polish fighter squadrons were equipped with the P.11c; the 114 that were lost shot down approximately 120 enemy planes.
