The Barspin Topcap allows you to rotate the handlebars and a full 360 degrees without the front brake cable becoming tangled.The hollow starnut design routes the front brake hose t hrough the headset and exits at the base of the fork to avoid the cable becoming caught when rotating the handlebars.
