The art of rope work is so ancient that nomenclature is oft times a problem. I like the name Ringbolt Hitching or even Kackling, but it would be equally correct to call it Cockscom bing. Originally it was used as chafing gear or a covering applied to iron rings, the ringbolts which ranged along the decks or the anchor rings.
