These little life savers are very nice on spools of wire and tinsel. Spool Hands are an elastic band that wraps over the spool. A little bead with a hole in it allows your material to stick through the hole so you can easily pull off the amount of material you need, cut it off, and the spool remains nice and tight and clean.
