The onboard condenser suppresses radio-frequency interference so nearby electronics don't pick up buzz when the lamp cycles. A worn-out starter is the usual reason a preheat fluorescent flickers repeatedly, glows at the ends but won't light, or blackens near the pins. Swap the starter first before replacing the tube or the ballast.
