The Star Nut is technically called a Star Fangled Nut, which is pretty great. I thought fangle was maybe some technical term, but no, it means what you think it does. In a (fangled) nut shell: the star nut is what you press into the steerer tube of your aluminum or steel fork. This, combined with the top cap of your headset, and an M6 bolt, is what allows you to preload the correct bearing pressure on your threadless headset. Usually you only need one of these if you are installing a new fork. Don't press one of these into a carbon fork. I've seen it happen, it's bad, fork ruined. Two sizes: 1 inch for 1 inch steel steerer forks or forks with thick aluminum steerers. 1 1/8 inch for 1 1/8 inch steel forks. Not sure which you have? The outer diameter of the steerer is what to measure, and a decent tape measure should be able to do the trick.
