The corrupt mayor of a city summons a demon to clean the streets of those he considers undesirables. The plan goes terribly wrong leading the mayor and his colleagues to put the bl ame on a political enemy, the scientist Dr. Sara Yoshida. The city's administration exploits the situation by expanding police powers, instituting draconian laws curtailing the freedom of its citizens and launching a full-scale war on scientists. During this dark time, the only hope to save the city from its unprincipled leaders is an underground organization called The Society.
