Programming includes all local repeaters in your area so you can reach out even further, as well as GMRS and NOAA Weather stations for monitoring only. By request we can also add local emergency services for monitoring. Listening is always license-free. One exception: FCC rules (47 CFR §97.403 and §97.405) permit any means of radiocommunication necessary for the immediate safety of life or protection of property when normal systems aren't available — and the FCC has a long-standing practice of not enforcing licensing requirements against unlicensed individuals who transmit during a genuine, life-threatening emergency with no other communication option, like a major natural disaster such as Hurricane Helene. We recommend every customer get properly licensed, but you're covered in that limited scenario. Beyond that, it's on the operator to comply with all local and federal regulations.
