Players take turns loading their cargo onto the ship. Loading is always done on the upper deck. If the ship tips, players must take a chest from the ship as their own cargo as a pe nalty. Since the ship will inevitably tip, a chicken race of cargo placement ensues. The game ends when someone has loaded all the cargo or when there are no more penalty chests.
