No earplug can remove all sound, because sound doesn't only travel through the ear canal; it's also perceived through the skull and the body's bones. This is especially true of deep or powerful sounds such as snoring, traffic, closing doors, and nearby voices. The purpose, then, is to make sounds less noticeable and less disruptive, so it becomes easier to fall asleep and stay asleep, while still allowing you to register important signals like a fire alarm, an alarm clock, or other sounds around you.
